Private Finance Initiative (PFI) and Public-Private Partnership (PPP)
Linklaters was a pioneer in the development of the UK PFI market and has been instrumental in its evolution ever since. We advised the Treasury on the creation of the Credit Guarantee Finance structure and we continue to be at the forefront of developments, assisting the Treasury in setting up their Infrastructure Finance Unit in March 2009.
Our areas of expertise include water and wastewater, airports, ports, roads, rail, bridges and tunnels, health, education, defence, telecoms, waste and waste to energy, stadia and now rapidly evolving sectors such as offshore transmission and nuclear decommissioning.

Recent transactions include advising
- the lenders in respect of the proposed €2.4 billion financing of the three Berlin Airports into Berlin Brandenburg International
- the project sponsors on the development, construction and financing of the Red Sea Gateway container port facilities at Jeddah in Saudi Arabia (Best Project Finance Islamic Finance News Deals of the Year 2007)
- the commercial lenders and EIB in relation to the project to widen, operate and maintain the M25 and an associated network of roads
- the Department for Transport (DfT) in their role as government sponsor on the Crossrail Project
- the senior funders providing financing to the AirTanker consortium undertaking the Ministry of Defence's Future Strategic Tanker Aircraft (FSTA) (PFI Project Finance Deal of the Year IFLR Europe Awards 2009)
