Experience

Paul heads the Paris office as Managing Partner and he is Head of Public Law in France. He is also one of the firm's Coordinators for Francophone Africa and Sector Leaders for Infrastructure. His practice focuses on corporate transactions in regulated sectors and in PPPs. He has an extensive experience in a wide variety of projects in Government-related areas, privatisations, liberalisation of regulated sectors, PPPs, public procurement, competition law applied to public entities, state aids, litigation and environmental law.

Paul has over 18 years’ experience, he is widely regarded as one of the top Public Law practitioners in France and he has a leading market reputation in the strategically practice in Europe of public- private interface. He recently advised the French Government in the structuring of the main instruments of the French €26bn Economic Stimulus Plan (State Guarantee and Loans for infrastructure projects). He has been involved in landmark transactions such as:

  • privatisations: IPOs of Gaz de France, EDF EN and Aéroports de Paris (Jane’s Transport Finance Award 2006), merger between Suez and GDF, Semmaris (Rungis), merger between Suez and GDF, merger between Transdev and Veolia Transport;
  • M&A in regulated industries: Pisto (Compagnie industrielle maritime), SAUR, Viaduc de Millau, share capital increase of La Poste;
  • projects: Koniambo mining, Douai hospital, Quinze-Vingt hospital, French prisons programme, GSMR (Project Finance European Communications Deal of the Year 2010), Defense and Railways PPPs, LGV SEA.

Paul is a member of the management committee of the Chaire Mutation de l’action publique et du droit public at Sciences Po and a member of the Board of Editors of “Droit administratif” (LexisNexis). He is a speaker at numerous conferences and seminars and lecturer in French Universities. Paul is the author of numerous publications and several books including Partenariats public-privé (LexisNexis, 2005).
