Overview

Andrew is a partner in the Energy & Infrastructure team and is also head of the firm’s Africa Group. He has a particularly strong practice in Emerging Markets, with over 25 years’ experience of working across Africa, Asia, Latin America and Central and Eastern Europe.

Andrew advises on developments, acquisitions and financings of project assets in the infrastructure, energy and natural resources sectors. He has experience of acting on all aspects of projects transactions, and has advised sponsors/borrowers, banks and export credit agencies, as well as governments.

He is recognised as one of the leading international lawyers operating in Africa, having worked on transactions in more than 30 countries. Andrew has been involved in many of the continent’s landmark projects, including the biggest infrastructure deal in Africa, the Nacala rail and port project (Mozambique and Malawi), the world’s largest renewable energy programme, the South African REIPP scheme and the Azito power project in Côte d’Ivoire.

Work highlights

Andrew has led on many major projects. These, amongst others, include advising:

  • the lenders on the Nacala Corridor project, a US$5bn rail and port pit-to-port project in Malawi and Mozambique, the largest infrastructure project financing in Africa
  • the South African government on its 7000MW renewable power producer (IPP) programme, the largest renewable energy programme in the world
  • the lenders on the financing of the Cahora Bassa power station in Mozambique
  • the borrower on the multi-sourced expansion financing of the Azito III power project in Côte d’Ivoire
  • Africa50 on the development and financing of the Congo river crossing
  • the lenders on the project financing of the EuroChem Usolsky potash mine in Russia
  • the lenders on the financing of the Rotterdam Gateway container terminal

Professional experience

Andrew is on the board of the international committee of Lawyers Without Borders, a charity that is helping build the rule of law, capacity building and ensures access to justice in many countries around the world. 

On a pro bono basis, Andrew has advised AgDev Co, a charity which invests in agribusiness in the poorest countries to help improve food security and boost prosperity.

Education and qualifications

Andrew studied French and German at Cambridge University and law at the College of Law, London.
