Paulo Mendonça Duarte is Managing Associate in the Public Law group in the Lisbon Finance department.

His experience has been focused on several topics within the area of public law, regulatory and environmental law, with a particular focus on public procurement and public contracts performance management.

He advises clients on the public law issues related to transactions & projects, the preparation, revision and submission of proposals in public procurement procedures and on issues related to the execution of public contracts, in diverse markets such as health care, industry, construction & public works, and transport.

Professional experience

Before joining Linklaters, Paulo gained experience working in renowned law firms in Lisbon, specialising in public procurement and public contracts, dealing with issues related to the performance of public contracts, economic and financial rebalancing of concessions, objective modifications and extension of public procurement deadlines, regulatory frameworks for certain economic activities, and the public law, regulatory and environmental aspects of transactions.

He has experience in providing legal advice to companies regarding licensing, environmental & regulatory compliance, as well as other interactions with the Public Administration.

Paulo furthermore gained experience in administrative litigation proceedings and commercial arbitration proceedings, namely in the context of disputes related to the performance of works contracts and civil liability claims against the Government.

Education and qualifications

Paulo holds a Law Degree of the Lisbon Law School of the NOVA University. He then completed his post-graduation studies in Public Contracts Law at the Institute for Legal and Political Sciences of the University of Lisbon Law School.

He is a Member of the Portuguese Bar Association since 2006.

He speaks Portuguese, English and Spanish.
