Extension of the SMCR – Impact on asset managers, private equity firms and other solo regulated firms – FCA’s David Blunt to deliver keynote address

We are hosting a half-day seminar on Wednesday 31 October 2018 at the London Hilton on Park Lane to help firms prepare for the extension of the Senior Managers and Certification Regime to all FCA-regulated firms in 2019.

We are pleased to announce that David Blunt, Head of the Conduct Specialists department in the FCA Supervision division will deliver a keynote address to open the seminar.. Partners from Linklaters’ financial regulation and employment and incentives teams, will then lead the sessions outlined below, highlighting key practical issues and potential implementation challenges. Clients that have already implemented the SMCR for their bank entities and representatives from trade associations will also participate in some of the sessions to offer practical insights and lessons learned.

At this seminar we will:
  • facilitate a series of sessions focusing on the detailed requirements of each tier of the SMCR – Senior Managers, Certified Persons and Conduct Rules Staff
  • highlight key practical issues and potential implementation challenges, drawing upon our extensive experience advising banks and insurers when implementing SMCR and SIMR
Sessions will include discussion of the following topics:
  • senior managers: responsibilities, empowerment, matrix management and reasonable steps assurance frameworks
  • certification of staff, including the FCA’s proposals for a new directory
  • fitness and propriety, including implications for systems/processes and ongoing assessments
  • conduct rule training
  • breach reporting and regulatory references
