Overview

David is a partner in the energy & infrastructure team in the Middle East and advises lenders, sponsors and government entities. He has over two decades of experience in structuring, advising on, and executing complex, high value financings in the energy and infrastructure sectors, including in relation to the energy transition, across the Middle East and globally. He advises on both conventional and Sharia’h compliant financing arrangements. He is based in the UAE, but has previously worked in London, Hong Kong SAR, Tokyo and New York.

  • Warsan WTE, UAE: advising the project company on the project financing of the waste-to-energy plant in the Emirate of Dubai, the world’s largest waste-to-energy project to date (Middle East & Africa Deal of the Year  – PFI Awards 2021 and MENA Export Finance Deal of the Year – IJ Global Awards 2021).*
  • ADNOC Pipelines, UAE: advising a consortium of investors on the US$2.7bn financing of their acquisition of a 20% interest in ADNOC’s gas pipelines.*
  • Umm al Hayman WWTP, Kuwait: advising the lenders on the project financing of the waste water treatment plant (Middle East PPP Deal of the Year – PFI Awards 2020).*
  • Dammam WWTP, Saudi Arabia: advising the project company on the project financing of this waste water treatment plant in the Kingdom (Middle East & Africa Water Deal of the Year – EMEA Proximo Deal of the Year Awards 2020).*
  • ISTP2, UAE: advising a club of senior banks on the US$400m long-term project financing of the sewage treatment plant project in Abu Dhabi (Project Finance Magazine’s Middle East Waste Water Deal of the Year 2009) together with later amendments to address the rescheduling of operations for one of the plants and subsequent refinancings.*
  • Az Zour North IWPP, Kuwait: advising NEXI and a syndicate of commercial banks on the US$1.43bn debt financing of the first independent water and power project in Kuwait (Middle East & Africa Power Deal of the Year – PFI Awards 2014).*
  • Jazan ASU Industrial Gas Compex, Saudi Arabia: advising the mandated lead arrangers on the dual tranche Istisna’a-Ijara and Istisna’a-Wakala financing of the industrial gas complex.*
  • Kirikkale CCGT, Turkey: the project company on debt standstill arrangements for the project financing of the gas fired power station.*

Education and qualifications

David holds a CPE and an LPC from the University of Law  in the United Kingdom and obtained a high pass (84%) on completion of the Sustainable Finance course at the Cambridge University Institute for Sustainable Leadership.
