Education and qualifications


Bruce advises sponsors, financiers, investors and the UK government on major UK infrastructure projects. With some 25 years’ experience and involvement in most of the market’s major projects, Bruce is widely regarded as one of the UK’s leading projects lawyers.


Bruce has extensive knowledge of the full range of PPP and PFI projects, both in the UK and internationally. He has advised on projects in a wide variety of sectors (including transport, rail, health, education, custodial, defence, water and waste) using multiple sources of finance to finance and refinance infrastructure products, including monoline insurers, institutional investors, commercial banks and mezzanine lenders.


Bruce led the firm’s global energy & infrastructure practice from 2005 to 2015.


Work highlights

Bruce has led on, or been a key adviser in, many major projects. These include advising:

  • Thames Water on the Thames Tideway Tunnel project in London
  • on the establishment, governance and financing of the Green Deal Finance Company Limited, established for the potential financing of energy efficiency measures under the UK government’s Green Deal policy
  • the UK Treasury on the development of financing products to meet constraints in the financing markets, including the creation of the Treasury Infrastructure Finance Unit and its commercial loan product
  • the Department of Transport on the Crossrail project in London
  • on the establishment of Network Rail (the UK’s heavy rail maintenance and operations provider) to take over Railtrack’s responsibilities, including advising on the enhancement facilitation agreement, which served as the template structure for major rail enhancement projects for the UK) and using that template to implement a number of rail enhancement projects
  • on the creation of Dwr Cymru (Welsh Water) and its financing, for the provision of water, sewerage and trade effluent in parts of Wales

Education and qualifications

Bruce studied law at the University of Dundee.


He speaks English and French.
