Overview

Noémie is an associate in the Energy & Infrastructure practice of Linklaters LLP in Paris.

Her area of expertise covers major international projects (power, mining, infrastructure) and project financings, in both France and Francophone African countries.

Before joining Linklaters, Noémie worked in various international law firms, in Paris and Conakry, and a mining company operating in the Democratic Republic of Congo. She also worked in Lubumbashi in the context of an academic research project on extractive industries governance.

While working at Linklaters, Noémie was on a 6-month client secondment in the M&A legal team of Engie Green where she worked on corporate and finance deals in the renewable sector in France.

Work highlights

Noémie is regularly involved on high-profile transactions in both France, Europe and Francophone African countries, and advised:

  • the lenders on the financing, construction and operation of a wind farm by InfraVia Capital Partners located in Sweden
  • the lenders (AfD, Bpifrance, EIB, BNPP, CIC and SMBC) on the financing of €170 million of the world's first and largest baseload hydrogen renewable energy power plant in French Guiana combining a photovoltaic plant and mass storage of energy through a hydrogen chain (CEOG project), involving Meridiam, Hydrogène de France (HDF) and SARA
  • the lenders (BNPP, CACIB and SMBC) on all aspects of the landmark limited recourse EUR 2.1bn project financing of the the 448 MW Calvados offshore wind farm (in Courseulles-sur-mer), the third offshore wind farm in France
  • the lenders, Proparco and Emerging Africa Infrastructure Fund (EAIF), on the structuring and financing of the Biovéa Project in the commune of Aboisso, 100 km east of Abidjan, in Côte d'Ivoire, the largest biomass power plant with grid injection in West Africa
  • an international mining company on the negotiation of a manganese mining convention and offtake agreement for its mines in Gabon
  • Eurostar on its refinancing package of £250m which mainly consists of additional equity and loans from a syndicate of banks guaranteed by the shareholders: SNCF, the French state railway group and Eurostar’s majority shareholder, Patina Rail, a consortium made up of Caisse de dépôt et placement du Québec (CDPQ) and funds managed by the Infrastructure team of Federated Hermes, and SNCB, the Belgian national train operator

Education and qualifications

Noémie holds a Master in Economic Law (Global Governance Studies) and a bachelor from Sciences Po Paris.

She also studied one year at the Renmin University of China in Beijing.
