Energy Performance Certificates in Belgium: comparing the regional regimes

The recast Energy Performance of Buildings Directive (2010/31/EU) requires that EU Member States shall lay down the necessary measures to establish a system of certification of the energy performance of buildings. According to the EPBD, Member States shall ensure that an Energy Performance Certificate (EPC) is issued for buildings or building units which are constructed, sold or rented out to a new tenant, along with periodic certification of buildings which are owned by public authorities and frequently visited by the public.

The transposition of the EPBD in Belgium is a regional responsibility. This led to differentiated regimes governing Energy Performance Certificate (EPC) in Belgium.
