Capturing Carbon: Lessons learned from CCUS project development

Carbon Capture, Utilisation and Storage (CCUS) is increasingly recognised as a fundamental pillar in industrial decarbonisation strategies across Belgium and the European Union. By capturing carbon dioxide from hard-to-abate sectors, CCUS enables companies to reduce emissions and support Europe’s broader net zero objectives. Belgium, given its industrial base and strategic location, is especially well positioned to pioneer CCUS projects, yet regulatory and legal challenges continue to shape the pace of deployment.

Challenges: While CCUS technologies are technically proven, the sector faces several challenges including complex permitting processes, uncertainties around long-term liability, evolving infrastructure and financing requirements, and the need for harmonised regulation at both national and European levels. Cross-border transport of CO₂ and the development of shared infrastructure present further hurdles for project developers and industry leaders. Navigating these uncertainties is essential to fully unlocking the potential of CCUS in Belgium and neighbouring markets.

To help address these issues, we are pleased to welcome Augustijn van Haasteren, team leader for CCUS at the European Commission, who will deliver a keynote presentation. Augustijn will provide an overview of the latest regulatory and policy developments, and take a deeper look at the specific legal challenges and opportunities currently facing the CCUS sector across Europe.

The keynote will be followed by an interactive panel discussion, where attendees can exchange directly with leading experts and industry stakeholders, including:

  • Robin Cunin (Fluxys)
  • Anne-Bérangère Sudraud (Lhoist)
  • Michael De Witte (SG Corporate and Investment Banking)
  • Klaas Verwer (Equinor)
  • Maryam Adamji (Linklaters)
  • Samuel Bordeleau (Linklaters)

The discussion will explore practical barriers to CCUS implementation, highlight innovative strategies emerging in the marketplace, and offer perspectives from those shaping the policy and legal environment. The event is hosted by Arnaud Coibion, Laurens Cools, Melissa Verplancke and Laure Driessen from our Belgian Energy and Infrastructure team.
