Pre-Emption Group guidance to be more formal and transparent

The Pre-Emption Group has published new terms of reference. These build on recent efforts to give greater formality and transparency to the PEG's arrangements as part of a wider push to improve UK capital raising processes. 

The terms of reference clarify the role of the PEG and how often it will meet (at least twice a year), as well as its membership, and that new members will be appointed by a Nomination Committee.
