Overview

Mark is a specialist projects and construction lawyer and heads our Asian construction practice. He focuses on major projects for renewables (including offshore wind) and the energy transition, conventional power, downstream hydrocarbons, industrial estates, manufacturing and transport and utility infrastructure.
 
Mark has particular expertise in structuring procurement for mega projects to mitigate cost, manage risk and maximise financing (including project financing) options and all contracts within the supply chain for major engineering and construction projects, including operation & maintenance and long term servicing arrangements.

Mark is recognised as a leading lawyer and is ranked “Rising Star” in Energy – Singapore edition of Legal 500.

Mark's experience includes advising:
  • the sponsors on the financing of the 1GW+ Hai Long 2 & 3 offshore wind farm projects in Taiwan (ongoing).
  • the lenders on the US$480m (KRW 615bn) financing of the Jeonnam 1 offshore wind farm project located in South Jeolla Province, South Korea – this is the first internationally sponsored and financed offshore wind project in South Korea.
  • an international wind developer on its proposed equity and financing arrangements in relation to the Greater Changhua 4 project in Taiwan (ongoing).
  • the lenders on BlackRock Real Assets’ NT$9.406bn (approximately US$328m) refinancing of a portfolio of 186MW of solar assets in Taiwan.
  • the sponsors on ongoing project issues on the Yunlin Offshore Wind Project in Taiwan.
  • Brunei Economic Development Board and Petroleum Authority of Brunei on the implementation agreements, leases, facilities management agreements, common user agreements, dredging and reclamation agreements and other documents for Phases 1 and Phase 2 of the development of the Pulau Muara Besar refining and petrochemical facilities in Brunei Darussalam.
  • Thai Oil Public Company Limited on tendering process and drafting and negotiating of EPC Contract and Project Management Contract on its US$4bn expansion and upgrade of the existing Sriracha Refinery plant in Chonburi province, Thailand.
  • Pertamina Rosneft Pengolahan dan Petrokimia on the complex technology licensing, FEED and FEED-stage PMC for a new integrated refinery and petrochemical complex in Tuban, Indonesia.

Education and qualifications

Mark holds a Bachelor of Commerce and a Bachelor of Laws from the University of Stellenbosch, South Africa.
