Education and qualifications


Ilia specialises in energy and natural resources transactions in the emerging markets, focusing on project financings. Ilia acts for borrowers, sponsors, commercial lenders, Development Finance Institutions (DFIs) and Export Credit Agencies (ECAs) on many complicated cross-border and/or first-in country projects.

Work highlights

Ilia has advised:

  • the ECAs, including BPIfrance, SACE, Euler Hermes, KEXIM, KSURE, JBIC, NEXI, CEXIM, China Development Bank, ekn and the Russian Agency for Export Credit and Investment Insurance (EXIAR) on the US$19bn project financing for the Yamal LNG project
  • Rosneft on its strategic upstream and midstream investments in Kurdistan
  • the lenders on a multi-billion project financing of a polyethylene plant in Baku
  • International Finance Corporation (IFC), European Investment Bank (EIB), FMO, Proparco and African development banks on the project financing of the US$460m Khi Solar project in South Africa
  • IFC and a number of South African commercial banks on several project financings for solar and wind projects in South Africa
  • the sponsors and borrower on the US$6.7bn project financing of the US$24bn Sakhalin 2 oil and LNG project, involving financing from JBIC, a syndicate of commercial banks and a tranche insured by NEXI
