Mark heads our Asia construction practice and has more than 17 years of experience advising on transactions and agreements for offshore wind and other renewables, oil & gas processing, petrochemicals, conventional power, industrial estates, marine, transport and utility infrastructure projects, LNG tolling and operational agreements and manufacturing.

Mark has particular expertise in structuring procurement for both onshore and offshore mega projects to mitigate cost, manage risk and maximise financing (including project financing) options. He regularly works with industry standard forms such as FIDIC and bespoke forms of contract. He is experienced advising on all types of engineering, procurement, construction and operational contracts including EPC, EPCI, design & construct, construction, EPCM, PMC, FEED, EPSS, EP, supply only, consultancy arrangements and services contracts, O&M, DBO, LTSA, spare parts and logistics. His experience also includes working on strategic joint ventures, commodity supply agreements and LNG capacity and tolling agreements.

Mark has acted for funds, financial sponsors, governments and state-owned enterprises, major investors and developers in the infrastructure and energy sectors, national oil companies, investors, contractors, mining houses and trading companies across the globe.

Mark is recognised as a leading lawyer and is ranked “Rising Star” in Energy – Singapore edition of Legal 500.

Mark's experience includes advising:
  • Hai Long 2 and 3 offshore wind projects, Taiwan: advising the project on the Hai Long offshore wind farm project financing in Taiwan (ongoing)
  • Jeonnam offshore wind project, Korea: advising the lenders on the 99MW Jeonnam offshore wind project in South Korea. This is the first utility scale offshore wind project in South Korea
  • ArcelorMittal decarbonization programme: representing ArcelorMittal Europe on the bespoke framework EPCM and supply arrangements (and purchase orders under them) for its global decarbonization programme
  • Integrated Refinery and Petrochemical Project, Indonesia: advising Pertamina Rosneft Pengolahan dan Petrokimia on the complex technology licensing, FEED and FEED-stage PMC for a new integrated refinery and petrochemical complex in Tuban, Indonesia
  • Refinery and aromatics complex, Brunei: advising the Brunei Economic Development Board and Petroleum Authority of Brunei on Phases 1 and 2 of the development of a refining and aromatics complex on Pulau Muara Besar in Brunei, which includes captive power, water treatment, LNG regasification, land reclamation, port infrastructure and supporting facilities
  • Refinery and integrated petroleum project, Malaysia: advising Petroliam Nasional Berhad: advising on the US$28bn refinery and integrated petroleum development (RAPID) project in Johor, Malaysia
  • KL–Singapore High Speed Rail Project: advising the Japanese consortium on the EPC and O&M aspects of its bid for the AssetsCo concession in relation to the KL-Singapore High Speed Rail Project
