I focus on delivering strategic and practical advice for clients as part of structuring and implementing innovative financial markets products.”

Overview

Sam is a managing associate in Linklaters’ Derivatives and Financial Markets practice in London, focusing on a wide variety of financial markets matters. He advises banks, fintechs and market participants on complex and novel projects at the intersection of financial regulation, technology and market structure, with particular expertise in payment systems, capital markets infrastructure, stablecoins, digital assets, digital bonds and tokenised money.

Sam has been closely involved in several first of their kind and strategically important initiatives. His key experience includes advising UK Finance on the experimentation and pilot phases of the GBTD project, which aims to develop a novel payment system using distributed ledger technology, with a particular focus on tokenised deposits. He has also advised on the launch and scaling of several multi jurisdictional innovative payment systems, including a system designed to support cross-border trade using stablecoins.

Sam also has considerable experience with OTC derivatives and their related collateral arrangements, with particular experience with credit derivatives and regulatory initial margin arrangements.

Sam also advises on Collateralised Loan Obligation (CLO) transactions, and has experience advising arrangers, managers and investors on broadly syndicated and middle market CLOs.

Experience

GBTD project: assisting UK Finance on the experimentation phase and pilot phases of the GBTD project (formerly the Regulated Liability Network), which is envisaged as a common payment system across multiple forms of money, including existing commercial bank deposits and a shared ledger for tokenised commercial bank deposits.
Stablecoin trade finance platform: advising on the launch of a novel multi-jurisdictional cross-border trade finance payment solution, involving the use of stablecoins to facilitate efficient settlement of payments in jurisdictions where traditional payment rails can cause delays. The project has involved advising on several aspects of the product launch, including entity set-up and discussions with relevant regulators.
Euroclear Bank: advising on the establishment and launch of its new Digital Securities Platform, the DFMI, and advising the bank along with TD Securities on the inaugural digital securities issuance by the World Bank.
Fnality payments platform: assisting with the development of the Fnality global wholesale payments platform, (previously known as the Utility Settlement Coin).
A major digital wallet provider and related payment system: advising on the development of their payment systems in Asia and the EU, including advising on related contractual documentation and key strategic partnerships and integrations. Also advised on the expansion of their digital wallet services throughout Asia, the EU and the UK, which involved detailed multi-jurisdictional advice on the associated collections, FX and treasury management models deployed in the relevant jurisdictions.
Several major financial market participants: advising on the establishment of cryptoasset trading desks in London. This has included broad advice, ranging from extensive regulatory surveys to documentation and “top up” opinions to the standard ISDA netting and collateral opinions.
A large global cryptoasset custodian: advising on several matters relating to their market-leading digital asset custody service, including in relation to a digital asset collateral management service.

Beyond the Office

Sam is a keen participant in different volunteering initiatives, and over the past few years has mentored social enterprise entrepreneurs through Linklaters’ partnership with the School for Social Entrepreneurs, and mentored entrepreneurs based in Rwanda and Uganda through the GROW network.

Sam is also a keen hillwalker and is steadily progressing through the 282 Scottish Munros (now having “bagged” over 120 of them!).

Recognition

Sam has been ranked as a “Leading Associate” by Legal 500 in the “Fintech: regulatory” rankings in 2023, 2024 and 2025.

Education, Qualifications and Languages

Sam has an MA in History from the University of Oxford, and speaks conversational Spanish (and some basic French and Portuguese).
