Overview
Pranisa (Music) is in the energy and infrastructure group based in Bangkok. She represents project sponsors, commercial lenders and other participants on high-value cross-border and domestic project development, construction and financing transactions, with a particular focus on infrastructure, transportation, power and oil and gas.
With more than a decade of experience, she has helped clients deliver some of Thailand’s most high-profile and complex projects. Her track record includes the expansion of a flagship Thai refinery, the high-speed rail project linking three airports, The Forestias mixed-use development, the establishment of a virtual bank, the restructuring of Thailand’s national airline, and the initiative to grant third party access to what was then Thailand’s only LNG terminal.
Before joining Linklaters, Pranisa was a senior associate at an international law firm in Bangkok. She advised both banks and sponsors on multiple project financings for power plants in Thailand and across Asia, as well as aviation financing and restructuring, real estate financing, and major energy and infrastructure developments across the full project life cycle.
She previously served as a senior government officer in the Office of the Prime Minister of Thailand and the Ministry of Justice. This background gives her a deep understanding of policy, regulation and stakeholder management on large-scale and public-private partnership projects.
Experience
- Advised Thai Oil Public Company Limited in the US$7bn expansion and upgrade of their refinery and petrochemical facility at Sriracha in Chonburi Province. This refinery was the first major oil refinery and the largest and most sophisticated in Thailand.
- Advised the Consortium of Charoen Pokphand Holding Co. Ltd. and partners in the development, construction, operation, financing and maintenance of the US$7.5bn High Speed Rail Linking Three Airports Project by the State Railway Authority of Thailand. This is the largest project to be developed as part of Thailand's Eastern Economical Corridor of proposed infrastructure and other development projects.
- Advised Thai Airways in a dispute with export credit agencies concerning a challenge to the recognition in the UK of its Thai business reorganisation proceedings.
- Advised a syndicate of Thai commercial banks in a multi-billion baht financing to a group of subsidiaries of Magnolia Quality Development Corporation Limited for the development of The Forestias project, which is a 243-rai mixed used project located in Bangkok, Thailand.
- Advised the JV between Global Power Synergy Public Company Limited and WHA Utilities and Power Public Company Limited, on the THB 11.5bn refinancing of its existing indebtedness originally obtained from a syndicate of 10 international and domestic commercial banks to finance the development of the JV’s 660MW power generating plant located in Map Ta Phut Industrial Estate, Rayong, Thailand.
- Advised Bangkok Bank Public Company Limited (BBL) on the financing of two 200MW and one 150MW solar projects in Vietnam.
- Advised PTT Exploration and Production Public Company Limited on the development of approximately 430km offshore and onshore gas pipeline and 600MW combined cycle power plant in The Republic of The Union of Myanmar.
- Advised BlackRock on its acquisition of a 49% stake in a Thai solar energy company.
