Julia has over 15 years of experience in advising on project financings in Russia. She has been acting for sponsors and lenders on a wide range of transactions in the oil, gas, mining and infrastructure sectors. Julia is particularly recognised for her work on advising on all aspects of PPP (concession) projects in Russia on both federal and regional levels.
Examples of significant matters include advising:
- Sakhalin Energy (the project company) on the development, construction and financing of the US$20bn Sakhalin-2 LNG project
- Russian and international commercial banks on the Usolsky potash complex project financing
- Russian and international lenders (including EBRD) on the Western High Speed Diameter toll road project in St. Petersburg implemented under a PPP Agreement– the first city-based toll road and the largest PPP project in Russia
- the project company on the M1 toll road connecting Moscow’s ring road and the Moscow to Minsk expressway from pre-bid phase through to financial close – one of the first two Russian concession projects
- the project company on the development of the Kutuzovsky Northern bypass project – the first toll road concession project in Moscow and first privately financed PPP project in Russia
