Frances Hodgkins is a Managing Associate in Linklaters’ Financial Regulation Group. She advises a broad range of financial institutions and other market participants, including retail banks, investment firms, asset managers, payment institutions, electronic money institutions and technology providers, on complex financial services regulatory matters.
She advises on authorisations, changes in control, perimeter and supervisory issues, and on the financial regulatory aspects of complex corporate transactions. Frances has extensive experience in payments regulation, including advising on the implementation of the second Payment Services Directive and developing reforms under the third Payment Services Directive. She also advises on authorisation, ongoing compliance and wind-down issues affecting payment services firms and electronic money institutions.
Before joining Linklaters, Frances spent time working in-house. That experience gives her a commercial, practical perspective. Her background includes secondments to a major private bank, where she supported Brexit planning and readiness, and to a leading global technology company, as well as a compliance role within an international bank.
