Overview
Jemma is a Counsel in our Litigation, Arbitration and Investigations practice, specialising in the tech sector. Jemma advises clients on their most high-profile UK and cross border regulatory and criminal enforcement proceedings and litigation.
Jemma is one of Linklaters’ online safety experts, using invaluable regulatory insights obtained from her secondment to Ofcom to advise clients on the implementation and enforcement of the UK online safety regime.
Jemma has advised clients on a whole range of online safety issues, including advising some of the world’s biggest social media platforms on their interactions with Ofcom under the OSA (including in relation to potential enforcement action), advising several clients on potential judicial reviews of Ofcom decisions and advising clients on their response to Ofcom information notices.
Jemma is passionate about DEI. She has participated in the firm’s Women’s Leadership Programme, and mentors junior female team members, formally and informally, offering support and guidance to ensure they reach their potential.
Jemma was listed as a Rising Star in Law.com’s up and coming women list, 2026.

- Various major tech companies on their engagement with the government in relation to the Online Safety Bill, and Ofcom in response to consultations.
- Ofcom (secondment): leading Ofcom’s enforcement team in its online safety work including negotiating with the government on issues of policy and law relevant to the Online Safety Bill and early work developing Ofcom’s online safety regulatory strategy, with a particular focus on enforcement and supervision.
- An international financial services firm: advising on its response to a cyber security incident, including its regulatory and litigation exposure.
- A major UK retail bank: advising on an FCA enforcement investigation into their arrears handling systems and controls, including making use of the FCA’s forced resolution procedure.
- An international financial services firm: advising on parallel investigations pursued by the SFO, DOJ and FCA into potential bribery and corruption.
- A challenger bank: advising on various internal investigations, including in relation to its financial crime systems and controls.
