Overview
Richard is a recognised market leader in fintech and has considerable experience in advising on the financial structuring and regulatory aspects of innovative financial market infrastructure and products. He advises financial institutions, financial infrastructure and payments providers and technology companies, on the establishment and expansion of market infrastructure including payment systems, on new product launches, cross-border expansion, and complex legal as well as regulatory challenges arising from digitalisation.
He plays an active role in shaping the development of law and policy in relation to the application of new technologies to finance. He is a member of the UK Jurisdiction Taskforce of the LawTech Delivery Panel and contributes to industry and regulatory initiatives involving international standard setters, including the OECD, FSB, Bank for International Settlements and the Financial Markets Law Committee (FMLC).
Richard acts extensively for trade associations, including UK Finance and the Payments Association and their members across major developments in the fintech and payments sectors. He acts across consumer-facing offerings (including digital wallets) and institutional or wholesale structures.
He is a solicitor of England and Wales and a French avocat, member of the Paris bar and a CFA charterholder. Earlier in his career, he was seconded to the Financial Markets Law Committee at the Bank of England and worked as an equity derivatives sales trader at a major investment bank.
Experience
Richard has been the primary partner responsible for the delivery of a series of ground-breaking projects in the digital asset markets, including:
- Great Britian Tokenised Deposit project: advising UK Finance and coordinating a complex consortium for the groundbreaking GBTD project (formerly the Regulated Liability Network), which is envisaged as a common DLT based payment system across multiple forms of money, including existing commercial bank deposits and a shared ledger for tokenised commercial bank deposits.
- Euroclear’s Digital Financial Market Infrastructure (DFMI): advising Euroclear Bank SA/NV and The Toronto Dominion Bank to establish Euroclear’s flagship D-FMI and the first series of notes to be issued into the D-FMI.
- Fnality payment system: advising Fnality (a firm founded by a consortium of leading financial institutions) on a project to establish a new global DLT based wholesale payment system (previously known as the Utility Settlement Coin).
