Tomás joined the Lisbon office of Linklaters in 2023 as a Junior Associate and became an Associate in its Corporate Division in 2025 after completing a two-year rotation traineeship, working in antitrust matters in the Antitrust & Foreign Investment Group.
Before joining the firm, he completed a summer internship at the Linklaters Lisbon office in 2022.
Tomás is an Associate in the Corporate Division's Antitrust & Foreign Investment Group at the Lisbon office.
His legal practice focuses on antitrust matters, including engagement with the Portuguese Competition Authority, collaboration with clients' in-house departments on merger analysis and preparation, and advisory services on the regulatory landscape for acquisitions, compliance, and antitrust matters.
Tomás provides guidance on regulatory engagement during administrative proceedings and works closely with the Lisbon LAI team on competition law matters before the Portuguese Competition Court and EU Court of Justice, having experience in court submissions and representing clients. He advises national and international clients that operate in a wide range of market sectors, including telecommunications, financial services, infrastructure, healthcare, distribution, and retail.
His expertise covers Competition Law matters such as restrictive practices, abuse of dominant position, merger control, state aid, and regulatory matters.
Tomás is actively involved in client training programs related to his areas of practice.
Tomás holds a Bachelor's Degree in Law from the Faculty of Law of the University of Coimbra (2017-2021), having received multiple awards for his academic achievements. He furthermore obtained a Master's Degree (LL.M.) in European Law and Global Risk from the Faculty of Law of the Tilburg University, the Netherlands (2022-2023), where he achieved the highest grade in the course "Regulating Competition".
During his time at the University of Coimbra, Tomás participated in human rights and arbitration moot courts. He created and produced a podcast for ELSA Coimbra, featuring conversations with legal specialists on various topics and collaborated actively with the Coimbra University Radio (RUC), Portugal's oldest university radio station. At RUC, he progressed through various roles, starting as content editor and news editor, then advancing to program developer, team coordinator, and department head, ultimately serving as its President.
He is a fully qualified Member of the Portuguese Bar Association since 2025.

Tomás co-authored the Portugal chapter on Cartels contributed by Linklaters, as a member of the Lisbon Antitrust & Foreign Investment Group, for the 2025 edition of the Legal 500 Country Comparative Guides, which provides an overview of cartels laws and regulations applicable in Portugal.
