Victoria obtained her Juris Doctor, from Penn State Law receiving the Order of the Coif award and graduating summa cum laude. While at Penn, she served as Managing Editor of Communications of the Journal of Law and International Affairs.

Prior to law school, Victoria received a Master of Arts in Peace and Conflicts from the University College Dublin. She also received a Master of Philosophy in International Relations and Politics at the University of Cambridge where she was a member of Clare Hall College. 

Victoria received her Bachelor of Arts degree in Global Politics and Business from Arizona State University, graduating summa cum laude and receiving the W.P. Carey School of Business Turken Outstanding Graduate Award. In 2016, Victoria was a Fulbright Undergraduate Summer Institute Fellow in Scotland.
