Overview

Shimei regularly advises sponsors (industrial sponsors and funds), lenders (commercial banks and DFIs), contractors and state-owned companies on the structuring, development and financing of projects in the energy, infrastructure (transportation, social infrastructures, telecom, water treatment) and natural resources sectors, mainly in Europe, North and Sub-Saharan Africa and the Middle-East.

Prior to joining Linklaters, Shimei worked as an associate at Orrick Herrington & Sutcliffe, Asafo & Co. and Willkie Farr & Gallagher in Paris.

Work highlights

  • Dakar Mobilité and its shareholders Meridiam and FONSIS: advising on the development and financing of the Bus Rapid Transit (BRT) project, consisting in particular the acquisition of 144 articulated electric buses. The project will help reduce reliance on private cars and increase public transport share in the highly traffic-congested city of Dakar.
  • Meridiam: advising on the successful restricting of equity and senior financing of the Gaziantep Integrated Health Campus public-private partnership (PPP) project in Turkey.
  • CMA CGM / Terminal Link and iCON: advising on the refinancing and financing of new investments in the Port of le Havre.
  • the lenders on the €1.3bn financing of the concession awarded by the French Ministry of the Armed Forces to a consortium formed by Eiffage and Groupe Arcade-VYV, for the outsourced development, renovation and management of 11.200 state-owned housing units in metropolitan France.
  • the consortium formed and led by Meridiam including Strabag and supported by Munich Airport in connection with the successful bid, signing and closing of the concession of the Sofia Airport in the Republic of Bulgaria.
  • the lenders on a EUR 138 million financing of the development by Allego (Meridiam’s affiliate) of more than 2,000 fast and ultra-fast EV charge points over 200 charging locations across France, in partnership with Carrefour.
  • Société Générale and a syndicate of lenders: advising on a EUR 220 million senior secured loan facility for the Altitude Group in relation to the acquisition of 18 Covage fiber to the office (FTTO) networks and the refinancing of their existing indebtedness.

Education and qualifications

Shimei holds a Masters Degree in Economic Law and a bachelor degree from Sciences-Po Paris.

She has also studied in King’s College London.

A native Chinese speaker, Shimei is fluent in English and French.
