Education and qualifications


Hirofumi is an international infrastructure and project finance specialist. He has advised on many world-scale outbound Japanese energy and infrastructure transactions as well as on strategic inbound investments in new renewable technologies and major infrastructure transactions in Japan.

Work highlights

Hirofumi has led on, or been a key adviser, in many major projects. Those that can be disclosed include advising:

  • Marubeni on the Yen100bn offshore wind project in Akita, the first commercial scale offshore wind project in Japan (Innovation Deal of the Year, PFI Awards 2020)
  • JBIC, NEXI and the commercial lenders on the US$1.129bn financing of the Hamriyah IPP (MENA Power Deal of the Year, IJ Global Awards 2020)
  • Ørsted A/S on establishing a joint venture company with Tokyo Electric Power Company Holdings, Inc. for offshore wind in Choshi in Japan
  • JBIC, NEXI and six commercial banks on the US$1.4bn project financing of the 1.8GW Hamriyah gas-fired IPP in Sharjah, the UAE
  • an international sponsor on the project financing of the 10MW Mine solar project in Yamaguchi, Japan
  • a Japanese infrastructure fund on its first acquisition of a portfolio of solar projects in Japan
  • JBIC and Nippon Export and Investment Insurance (NEXI) on the US$4bn Nacala rail and port project financing in Mozambique and Malawi, the largest infrastructure project financing in Africa (African Logistics Deal of the Year – PFI Awards 2017, and Africa Transport Deal of the Year – IJ Global 2017)
  • JBIC and NEXI on the US$19bn Yamal LNG project, one of the largest ever project financings
  • JBIC, NEXI, KEXIM and commercial lenders on the project financing for the development of the Morupule B Phase II Units 5 & 6 coal fired power project in Botswana by a consortium of Marubeni (Japan) and POSCO (Korea)
  • SMBC as its trustee capacity on its project financing loan repackaging transaction where investors extend loans to SMBC as trustee and SMBC as trustee enters into a guaranty agreement with JBIC as originator

Education and qualifications

Hirofumi studied law at Keio University, Tokyo, and holds a diploma from the Legal Training and Research Institute of the Supreme Court of Japan.
