Rasha Sami is an energy and infrastructure specialist with 15 years' experience advising on major projects across regulated sectors, including energy, water and rail, with a particular focus on energy transition.
Her practice spans policy development, legislation, regulation and commercial contracts, acting for a mix of public and private sector clients. Rasha has advised the UK Government extensively — including the Department for Transport on major rail projects and sector reforms, and the Department for Energy Security and Net Zero (“DESNZ”) on its new nuclear programme over an eight-year period.
Rasha’s advice to DESNZ culminated in the successful financing of the £38bn Sizewell C nuclear power plant. Navigating genuinely uncharted territory, Rasha helped design and implement a new legislative and regulatory model for the project — a landmark outcome for the UK's energy future.
She has deep expertise in economic regulatory frameworks and government support arrangements, advising across Regulated Asset Base models in the water, nuclear and carbon capture, utilisation and storage sectors. Rasha specialises in innovative, first-in-market transactions in the low carbon space. Recent work includes advising Eni on their Track 1 carbon capture, utilisation and storage Transport and Storage Project — one of the UK's pioneering carbon capture initiatives.
Beyond project structuring and development, Rasha also advises on the sale and purchase of regulated assets. She brings a comprehensive understanding of how regulatory frameworks affect asset value, risk allocation and transaction structures — an edge that adds real commercial value for clients.
