The Internet is remarkably resilient. However, frontier AI models have highlighted the fragility of some of the critical open-source components supporting its operation, such as PHP.

The EU Cyber Resilience Act is intended to improve the security of digital products, but has limited application to open-source systems and cannot address a fundamental lack of capacity and resources.

This highlights the need for organisations to look beyond front-line cyber defences and think about difficult operational resilience questions, such as who has authority to take systems offline and how to address systemic outages.
