Overview

Jemma has extensive experience advising clients on regulatory and criminal enforcement proceedings and litigation in both the UK and cross border. Jemma's practice is focused on the financial services and tech sectors, and she offers clients valuable regulatory insights as a result of her secondments to the enforcement teams in each of the PRA and Ofcom. 
 
Jemma has advised clients on their most significant FCA enforcement actions, and cross-border anti-bribery and corruption investigations by the SFO and DOJ. She has also advised clients on the regulatory impact of data breaches, and follow on litigation risk. 
 
Jemma is one of Linklaters' online harm experts, having completed a nine month secondment to Ofcom where she led the enforcement team's contribution to the development of the UK online harms regime. 

Work highlights

Jemma has acted for clients on a wide range of disputes and investigations. Those that can be disclosed include acting for:  

  • a major UK retail bank on an FCA enforcement investigation into their arrears handling systems and controls, including making use of the FCA's focused resolution procedure; 
  • an international financial services firm on parallel investigations pursued by the SFO, DOJ and FCA into potential bribery and corruption; 
  • an international fund on regulatory risk arising out of non-financial misconduct; and 
  • an international financial services firm on its response to a cyber security incident, including its regulatory and litigation exposure. 

Education and qualifications

Jemma obtained her undergraduate degree in Law with Chinese Law from the University of Nottingham. As part of her degree, Jemma spent one year studying at Hong Kong University.
