Overview

Xylia has more than 10 years’ experience advising on complex, cross-border transactions in the energy and infrastructure sector, across project finance, project development and M&A. She has an in-depth understanding of DFI/ECA-backed project finance structuring requirements and has been on secondments to JBIC and NEXI for approximately two years and one year respectively.

Xylia’s recent experience includes:
  • Changfang and Xidao offshore wind project, Taiwan: advising NEXI and K-SURE on the approx. US$3bn (NT$90bn) project financing of the 589MW Changfang and Xidao offshore wind project in Taiwan. Awarded (among others) Project Finance Deal of the Year by FinanceAsia Achievement Awards 2020.
  • Ørsted A/S: advising on the establishment of a joint venture company with TEPCO for an offshore wind power project in the Choshi area, Chiba prefecture in Japan.
  • Gulf PD and SRC gas-fired IPPs, Thailand: advising the common lenders (including JBIC, ADB and commercial lenders) on the project financing of the 2,500MW Gulf PD and Gulf SRC gas-fired IPPs in Thailand. Awarded (among others) Asia Power Deal of the Year by PFI Asia Awards 2019.
  • Toll road PPP project, Sri Lanka: advising a sponsor on a toll road PPP project in Sri Lanka.
  • Riau IPP, Indonesia: advising PT Medco Power Indonesia and Ratchaburi Electricity Generation Holding PCL as sponsors on the project financing by ADB and IFC of a 275MW gas fired IPP project in Riau province, Indonesia. Awarded (among others) Project Finance Deal of the Year by ALB Indonesia Law Awards 2020.
  • Hamriyah gas-fired IPP, Sharjah: advising JBIC, NEXI and the commercial lenders on the US$1.4bn project financing of the 1.8GW Hamriyah gas-fired IPP project located in Sharjah, the UAE. Awarded Power Deal of the year by IJ Global Awards 2019.
  • Tangguh LNG Train 3 Expansion Project, Indonesia: advising the sponsors on the Tangguh LNG Train 3 Expansion Project in Indonesia, involving a US$3.7bn multi-sourced financing from leading Asian ECAs and commercial banks.

Xylia studied law at the London School of Economics and Political Science.
