Experience

Jonathan has been a partner in Linklaters’ Energy & Infrastructure Group since 1994 and has a wealth of experience advising governments, lenders, sponsors and contractors on a variety of projects, including refineries and petrochemical facilities, power and water plants and a range of infrastructure and transport projects.

Jonathan began his career as a specialist construction lawyer and moved into project finance work when he joined Linklaters in 1991. He has been focusing on Middle Eastern work since returning to London from Linklaters’ Tokyo office in 2001, and moved to Dubai at the beginning of 2006.

Recent relevant projects include advising:
  • the Saudi Railways Organization on the Saudi Landbridge and Makkah-Madinah Rail Link projects
  • SACE, Hermes, KEXIM, KEIC and commercial lenders on the Tasnee/Sahara/Basell ethylene and polyethylene plant financing in Jubail, Saudi Arabia
  • sponsors and their lenders (including JBIC) on a variety of bids for power and water projects in the Gulf, including the Al Taweelah B, Fujairah 1 and Fujairah 2 IWPPs in the UAE, the Barka 2 IWPP in Oman and the Shuqaiq IWPP in Saudi Arabia
  • JBIC, NEXI and commercial lenders on the project financing of the Sohar Refinery project in Oman
  • the project companies for various Middle Eastern IWPPs on a variety of contractual and post-closing issues: these include the Shuweihat and Umm al Nar projects in Abu Dhabi, the Hidd project in Bahrain and the Ras Laffan B project in Qatar
  • the sponsors on the EPC arrangements for the Greater Equate petrochemical project and subsequent contractual issues arising in connection with the implementation of the project
  • the sponsors in connection with the development and Islamic financing of a major expansion of the container facilities at Jeddah Islamic Port in Saudi Arabia
  • lenders on the Islamic refinancing of the IMC methanol plant in Jubail, Saudi Arabia
  • lenders on the conventional project financing of a new direct reduced iron plant for the Al Tuwairqi Group in Saudi Arabia
  • lenders on the financing of an offshore gas pipeline and associated downstream facilities in Ras al Khaimah
